What country of origin actually means
- It is the country where the goods were produced, grown, or substantially transformed into the form you sell. A mug thrown and glazed in Portugal has a Portuguese origin even if it ships from a unit in Ohio.
- "Substantially transformed" is the key phrase for anything assembled: origin is where the last meaningful transformation happened, not where every component came from.
- It is set per variant, on the customs record, next to the HS code.
Why it is not your shipping address
The most common mistake is setting origin to the warehouse or fulfilment country. Customs uses origin to decide which tariffs, trade agreements, and restrictions apply. A wrong origin can mean the buyer overpays duty, the parcel gets flagged for a value that does not match, or you miss a preferential rate the real origin would have qualified for.
Where to find the real origin
- Ask the supplier or manufacturer first. They declare origin for their own exports and can give it per product line.
- Check the product itself. A "Made in" label is a starting point, though for assembled goods it is not always the customs answer.
- For private-label or dropship catalogs, ask explicitly. Do not assume origin matches the supplier's shipping country, because it often does not.
What happens when it is missing
Since the US de minimis rollback and the EU changes in 2025 and 2026, more parcels need a complete declaration. A missing origin means the carrier or broker either guesses, often high, or holds the parcel for information. Either way the buyer feels it as a delay, a surprise charge, or a return.
